By decree of the Ukrainian Cabinet of Ministers dated 18 October 18 2024 № 1016-р “On specific management issues of the Joint Stock Company “Ukrainian Railways”, Oleksandr Pertsovskyi was appointed to the position of Chairman of the Management Board of JSC “Ukrainian railways", starting 22 October 2024.
Pertsovskyi holds a Master’s Degree in International Economics and Finance from Brandeis University in the USA, where he was a Fulbright scholar, and a Bachelor’s degree in Economics from the Taras Shevchenko University of Kyiv. Between 2010 and 2016, he worked extensively overseas for the world’s largest logistics company, the DHL Group, first based in the US and later in Singapore. His projects included work on operational improvement, mergers and acquisitions (M&A), as well as new product launches in the US, Canada, Japan, Singapore, China, Indonesia, Malaysia, Oman, alongside other markets.
In 2016, Pertsovskyi returned to the Ukraine to take up the challenge of reforming Ukraine’s largest state-owned enterprises. First, he served as First Deputy CEO and COO of the Ukrainian Postal Services (Ukrposhta), and since October 2020, has had the role of Director of the JSC Passenger Company Branch. Later in October 2020, he also became an Acting Member of the JSC Supervisory Board, becoming a full Member in October 2021. Throughout his time at the Ukrainian Railways, Pertsovskyi has simultaneously held two responsibilities, as Member of the Supervisory Board and as Director of the Passenger Company Branch.
